Through the Local Business Development Framework (“The LBD Framework”), BGC aims to maximise opportunities for local content, i.e. using local employment and utilizing local goods and services in its activities.

As part of the LBD Framework, Work Categories/Product Groups are allocated in accordance to the LBD Quadrants, i.e. :
- Basic
- Development
- Core
- Highly Specialised
The allocation of the Work Categories/Product Groups determine the eligibility of vendors to be registered for certain work specialties. When work is required in a certain speciality, only Vendors registered in that Work Category/Product Group will be invited for Tender.
