John Cook joined BGC as Managing Director in March 2017, prior to which he was based in Perth, Western Australia firstly as HSSE & SP Manager for the Browse FLNG Project as part of the Browse FLNG Development Integrated Delivery Team and thereafter as Senior Project Manager with Shell Tankers Australia Pty Ltd (STAPL).
Since he started out his seafaring career as a Marine Engineer in 1982, John has spent the past 35 years in various operational and management roles, predominantly in the areas of LNG ship operations and construction. These included Fleet Manager for the Nakilat LNG Fleet, and Marine & Technical Assurance Manager of North West Shelf Shipping Services Company (NWSSSC). John is Chartered as both an Engineer and Marine Engineer, and holds a BSc (Hons) in mechanical engineering and MBA from Open University as well as a Postgraduate Diploma in Maritime Law.

Deputy Managing Director
After 12 years being involved in policy development, regional and international relations, project development and administration – Pg Shamhary joined Brunei Shell Petroleum (BSP) in September 2004. In BSP he worked in a variety of technical, commercial and managerial roles and was involved in several BSP Major Projects and studies. Initially joining as a Senior Environmental Adviser, he has subsequently held positions as Head of Environmental Affairs, Acting Head of HSSE, Corporate Operations Planner and Business Improvement Manager. In addition, he was a subject matter expert in Oil Spill Response and a Crisis Communications Lead. In his most recent role, Pg Shamhary was Managing Director for Brunei Shell Marketing (BSM) since October 2013 until October 2019. During his tenure, BSM has since embarked on a change programme and launched the BSM Ambitions that serve to provide better clarity in business direction to ensure sustainable growth in an ever-changing business environment.
In addition to being Managing Director for BSM, Pg Shamhary also held the following portfolios: Appointed in 2015 as member of Kumpulan Peneraju Strategi Ekonomi (Minyak dan Gas) dan Strategi Pembangunan Tempatan (Minyak dan Gas) untuk Strategi Wawasan. In 2016, he was appointed as a member of the Brunei Shell Fund (BSF) Investment Committee and subsequently Chairman of BSF Board of Trustee.
Pg Shamhary was a Brunei Government Scholarship Student in 1992 and graduated with a BSc Honours in Environmental Sciences from Anglia Ruskin University, UK. He is also a trained Lean Practitioner and HSSE Auditor.
Hui Ling Koh
Hui Ling joined BGC in 2002, leading and developing its Finance Dept from just financial administration to now include functions such as Insurance and Treasury, Planning and Budgeting, and Governance, Risk and Assurance. She was a member of the project teams in the acquisition BGC’s A class vessels in 2007 and in 2011 where her responsibilities included commercial evaluation of the project and also the tendering of financing for the projects.
Hui Ling is currently focal point for Brunei LNG, managing the Charter Party Agreements on behalf of BGC & BST, and is also a member of BGC’s tender board. Prior to joining BGC, she worked for 4 years as an external auditor and local tax specialist in Ernst & Young Brunei, followed by a couple of years as a Corporate Accountant in Royal Brunei Airlines and Global Evergreen. The latter being a management company managing the affairs of Amedeo Corp. which was in receivership.
Hui Ling holds an Accounting Degree from Curtin University in Perth, Western Australia, and is a Certified Practicing Accountant by the Australian Society of CPAs.
Contracts & Procurement Manager
Diana joined BGC in June 2014 as the Contracts & Procurement Manager where she is custodian for Contracts and Procurement process.
She started her career in CP as a graduate development trainee in Brunei Shell and Brunei LNG in Procurement, inventory and contract engineering for Operation and maintenance. She later on progressed as a Category Focal point and Supply Chain Executive for Marine before moving on as Commercial advisor and local business development adviser for Brunei Shell. Before leaving Brunei Shell, she was the Supply Chain lead for corporate services logging 15 years total experience in CP.
Diana holds a degree in Human resource management and Business law and later took LLM in Business law in the UK. During employment she also completed a Professional diploma in Purchasing and Supply (CiPS).
Amilin Maidin is a Brunei Shell Petroleum (BSP) Secondee joining BGC as People Manager (PM) in February 2020.
Amilin started his career working in the government sector and later joined BSP in 2016 as HR in the Business for the Engineering portfolio. As part of his role at BSP, he was involved in various HR initiatives including the HR Directorate Management System Transformational Lead and working group for the HR Directorate Digitization Drive.
Amilin brings with him not only his diverse experience in Project management and strong work performance in delivering HR processes but also building good partnerships with the business.
Captain Mohd Shahbrin Ibrahim
QHSSE Manager cum Designated Person Ashore (DPA)
Captain Shahbrin joined BGC as a Deck Cadet for Brunei Shell Tankers in 2003. He is presently holding the role of QHSSE Manager cum Designated Person Ashore (DPA).
He was promoted as Master in 2017 after attaining his Class 1 Master Certificate of Competency in March 2016 after which he took command of the LNG Carrier AMANI. He managed the Ship-Shore Emergency Tsunami Exercise for AMALI in September 2018 and was Incident Commander during the BGC-STASCo Emergency Exercise `Piccolo’ in October 2018.
Captain Shahbrin took delivery of the two newbuilds ARKAT and AMALI from DSME Okpo Shipyard, South Korea in 2011. He was later assigned as LNG Fleet Operations Superintendent for STASCo Fleet Group 3/ Brunei LNG Fleet in 2018 after completing a short stint in STASCo, London as DPA support.
Captain Shahbrin currently holds an HND in Nautical Science, NVQ Level 3 Marine Vessel Operations.
Captain Abdul Mateen Abdurrahman Liew
Captain Mateen joined BGC as one of the first Deck Cadets for Brunei Shell Tankers in 2000. He is currently BGC’s Fleet Manager.
After attaining his NVQ Level 4 Marine Vessel Operations and issued with a Chief Mate Certificate of Competency in 2006, Captain Mateen was promoted to Chief Mate in 2009. He achieved a Master Certificate of Competency in 2010 and was promoted to Master in 2013, taking command of the LNG Carrier ARKAT on Christmas Eve at KOGAS Pyeongtaek LNG Terminal in South Korea.
Captain Mateen was later assigned as LNG Fleet Operations Superintendent for STASCo Fleet Group 3 / Brunei LNG Fleet in 2014 after completing a stint for STASCo Fleet Group 5 and 6 / Nakilat as Operations Superintendent. He has spent several stints in STASCo, London and completed a secondment in BESC, Tokyo. He held the role of QHSSE Manager as well as Operations Superintendent at BGC, beginning in May 2017. A year later, Captain Mateen joined Brunei LNG on secondment as their LNG Commercial Operations Manager, after which he returned to BGC in December 2019 and officially took on the role as Brunei’s the first homegrown Fleet Manager on 1 April 2020.
Captain Mateen currently holds an HND in Nautical Science, NVQ Level 3 Marine Vessel Operations and was issued with an OOW Certificate of Competency by Warsash Maritime Centre, Edexcel UK and UK Maritime and Coastguard Agency.
Joe spent most of his career as a public prosecutor specializing in the field of intellectual property and commercial crime. He was lead in those areas in the Criminal Justice Division serving in the rank of Deputy Public Prosecutor before joining BGC in his current position as Senior Legal Counsel, Line Manager for the Legal Department on August 2012.
As LC, he ensures that BGC’s legal rights are protected contractually in dealings with its stakeholders. Acts as legal adviser to all business functions in BGC. Joe is also accountable for corporate governance in BGC ensuring that the M&A of the Company is complied with.
As Company Secretary, he also acts as a focal point to shareholder reps. in BGC. Joe is responsible for the effective management of legal claims by BGC against third parties, especially large claims.
Information & Technology Manager
Bailah Sulaiman is a Brunei Shell Petroleum (BSP) Secondee joining BGC as the IT Manager in February 2019. She started off her career in BSP as an IT Graduate Development Trainee in 2004 where she spent 15 years in various IT roles such as Senior SAP BSJV Business Analyst Lead for Contracts; Procurement & Logistics and Service Lead for the BSJV Service Desk; and Onsite Services to name a few where she experienced working under both Business Application Management (BAM) and Business Infrastructure Management (BIM) in the BSP IT Department.
She had STIA work experience with Shell Development Support Office in Cyberjaya, KL and is a Certified SAP Solution Consultant for SCM Procurement ERP2005 under MM Certification Academy. Prior to joining the oil and gas industry, she worked in the Banking sector as a Financial Consultant in Barclays Bank, UK and Standard Chartered Brunei, and in IT with the Brunei EGNC ITSS under the Ministry of Finance.
