Captain Abdul Mateen Abdurrahman Liew
Managing Director
Captain Mateen joined BGC as one of the first Deck Cadets for Brunei Shell Tankers in 2000. He is currently BGC’s Managing Director.
After attaining his NVQ Level 4 Marine Vessel Operations and issued with a Chief Mate Certificate of Competency in 2006, Captain Mateen was promoted to Chief Mate in 2009. He achieved a Master Certificate of Competency in 2010 and was promoted to Master in 2013, taking command of the LNG Carrier ARKAT on Christmas Eve at KOGAS Pyeongtaek LNG Terminal in South Korea.
Captain Mateen was later assigned as LNG Fleet Operations Superintendent for STASCo Fleet Group 3 / Brunei LNG Fleet in 2014 after completing a stint for STASCo Fleet Group 5 and 6 / Nakilat as Operations Superintendent. He has spent several stints in STASCo, London and completed a secondment in BESC, Tokyo. He held the role of QHSSE Manager as well as Operations Superintendent at BGC, beginning in May 2017. A year later, Captain Mateen joined Brunei LNG on secondment as their LNG Commercial Operations Manager, after which he returned to BGC in December 2019 and officially took on the role as Brunei’s the first homegrown Fleet Manager on 1 April 2020 until June 2022.
Captain Mateen currently holds an HND in Nautical Science, NVQ Level 3 Marine Vessel Operations and was issued with an OOW Certificate of Competency by Warsash Maritime Centre, Edexcel UK and UK Maritime and Coastguard Agency.

Hui Ling Koh
Finance Manager
Hui Ling joined BGC in 2002, leading and developing its Finance Dept from just financial administration to now include functions such as Insurance and Treasury, Planning and Budgeting, and Governance, Risk and Assurance. She was a member of the project teams in the acquisition BGC’s A class vessels in 2007 and in 2011 where her responsibilities included commercial evaluation of the project and also the tendering of financing for the projects.
Hui Ling is currently focal point for Brunei LNG, managing the Charter Party Agreements on behalf of BGC & BST, and is also a member of BGC’s tender board. Prior to joining BGC, she worked for 4 years as an external auditor and local tax specialist in Ernst & Young Brunei, followed by a couple of years as a Corporate Accountant in Royal Brunei Airlines and Global Evergreen. The latter being a management company managing the affairs of Amedeo Corp. which was in receivership.
Hui Ling holds an Accounting Degree from Curtin University in Perth, Western Australia, and is a Certified Practicing Accountant by the Australian Society of CPAs.

Pg Dianawaty Pg Hj Matzin
Contracts & Procurement Manager
Pg Diana joined BGC in June 2014 as the Contracts & Procurement Manager where she is custodian for Contracts and Procurement process.
She started her career in CP as a graduate development trainee in Brunei Shell and Brunei LNG in Procurement, inventory and contract engineering for Operation and maintenance. She later on progressed as a Category Focal point and Supply Chain Executive for Marine before moving on as Commercial advisor and local business development adviser for Brunei Shell. Before leaving Brunei Shell, she was the Supply Chain lead for corporate services logging 15 years total experience in CP.
Pg Diana holds a degree in Human resource management and Business law and later took LLM in Business law in the UK. During employment she also completed a Professional diploma in Purchasing and Supply (CiPS).

Captain Mohatarshah Bin Haji Othman
QHSSE Manager
Captain Mohatarshah started sea career with Brunei Shell Tankers (BST) as a deck cadet in 2002. In 2005, he completed his cadetship from Warsash Maritime College and attained OOW Certificate of Competency. He served on all B Class during his time as Junior Deck officer where in 2011 involved in delivering one of the B Class for recycling project. He transferred to Brunei Gas Carriers in 2013. Again in 2014 and 2015 he was one of the SMT team for the delivery of new build (Amani, Amadi) in Ulsan, Korea. In 2016 he gained his master Class 1 Certificate of competency from South Tyneside College and later served as a master on A Class vessel. In 2021, he joined the BGC office as Operations Superintendent and in 2023, was appointed as QHSSE Manager.

Pg Nor Hazman Pg Hj Abd Hamid
Fleet Manager
Pg Hazman joined BGC as one of the first Engineering Cadets for Brunei Shell Tankers in 2000.
He attained a Class 2 Steam Certificate of Competency in 2005 from South Shield Marine School and served a short stint in the STASCO Yokohama office in 2006. In 2012, he attained a Class 1 Steam Certificate of Competency from Glasgow City College.
In 2014, he served onboard the STASCO Oil Fleet to gain further motor experience before attaining his Class 1 Motor Certificate of Competency in 2016 from Glasgow City College. The same year, Hazman served a short stint at the Brunei Energy Services Corporation (BESC) Office in Tokyo, Japan, and later joined the BGC Office as an Engineering Superintendent.

Joe Chan
Legal Manager
Joe spent most of his career as a public prosecutor specializing in the field of intellectual property and commercial crime. He was lead in those areas in the Criminal Justice Division serving in the rank of Deputy Public Prosecutor before joining BGC in his current position as Senior Legal Counsel, Line Manager for the Legal Department on August 2012.
As LC, he ensures that BGC’s legal rights are protected contractually in dealings with its stakeholders. Acts as legal adviser to all business functions in BGC. Joe is also accountable for corporate governance in BGC ensuring that the M&A of the Company is complied with.
As Company Secretary, he also acts as a focal point to shareholder reps. in BGC. Joe is responsible for the effective management of legal claims by BGC against third parties, especially large claims.

Pg Norbailah Pg Hj Sulaiman
Information & Technology Manager
Pg Norbailah is a Brunei Shell Petroleum (BSP) Secondee joining BGC as the IT Manager in February 2019. She started off her career in BSP as an IT Graduate Development Trainee in 2004 where she spent 15 years in various IT roles such as Senior SAP BSJV Business Analyst Lead for Contracts; Procurement & Logistics and Service Lead for the BSJV Service Desk; and Onsite Services to name a few where she experienced working under both Business Application Management (BAM) and Business Infrastructure Management (BIM) in the BSP IT Department.
She had STIA work experience with Shell Development Support Office in Cyberjaya, KL and is a Certified SAP Solution Consultant for SCM Procurement ERP2005 under MM Certification Academy. Prior to joining the oil and gas industry, she worked in the Banking sector as a Financial Consultant in Barclays Bank, UK and Standard Chartered Brunei, and in IT with the Brunei EGNC ITSS under the Ministry of Finance.

Svetlana Androsova
Business and Commercial Manager
Svetlana joined BGC in July 2023 as the Business and Commercial Manager. She is a results-driven individual bringing in over 20 years of experience in the oil and gas shipping and LNG commercial industry.
Svetlana commenced her career with the Sakhalin Shipping Company in Russia and spent the early days of her career with the Far East Marine Company in various operational and commercial roles. In 2005 she joined Shell as Commercial Manager at Sakhalin Energy Investment Company Ltd. Since then, she was working on various LNG projects in Qatar and Australia in various commercial and shipping roles, mostly for operating ventures. Svetlana’s most recent role before joining BGC, was as Commercial Manager for NWSSSC in Perth, Australia, where she managed the portfolios for the NWSSSC fleet and led the vessels divestment program. She developed strengths in Business Development, Commercial Asset Management, JV Administration, and Freight Trading throughout her career.
Svetlana holds BEng from Far East Marine University in Russia and an MBA in Shipping, Offshore, and Finance from BI School of Management (Norway) and NTU (Singapore).
